When attmpting to download FF over VISTA, my pop-up says "OPEN" not "RUN". FF does not down load????

When I attmept to download FF over VISTA, I get the pop-up menu that says "OPEN, "SAVE, "Cancel". It does not say "RUN. SAVE, Cancel" so FF does not even start the download process!! How can I fix this issue???

Download and save the Firefox installer to the desktop and start the installation with a double-click on the desktop icon.
That allows anti-virus software to scan the file and that is better than to run the file immediately.
That is why Firefox doesn't allow to run the file directly.
