I will change the settings to enable cookies but when i close the options window even though I hit ok the changes I make are not saved

I need to use an ebook online but whenever I try opening it nothing happens, I emailed their tech support and they said I needed to enable cookies. I followed the instructions on your website and when I hit ok and closed the options tab nothing changed, when I reopened it they had been reset to their previous standards, how do I fix this
