Method 1: Control+n (command+n on a Mac).

Method 2: Use the "New Message" button on the folder pane header. If the button and folder pane header are not visible, use the ≡ menu at top right View > Folders > Folder pane header. (Or the "View" menu in the application menu bar. In Windows, you may have to press <alt> to make the application menu bar visible.
