Cannot send email via TBird. Get error 10060

I still have no answer for this. I can recieve but I cannot sent. From the Spectrum Website I can send AND receive email. Worked fine until the last update. Why does it not find the correct internet? Contacted Spectrum and it looked fine from their end.

For a nycap.rr address, the correct smtp is: mail.twc.com, 587, STARTTLS, normal password, email address.

The incoming is mail.twc.com, 993 (IMAP) or 995 (POP), SSL/TLS, normal password, email address.
