Is there a way to have the PC version of Firefox block ads and pop-ups as effectively as the Android version? If I visit the same site on Firefox Android and Firefox for Windows and Linux, the PC versions are popping up ads and new tabs but Android version doesn't.

Try clearing dom.popup_allowed_events in about:config.

You might also want to install uBlock Origin.
