It is still working for me. Try right-clicking the icon. Is the setting "Show panel when download begins" selected? If so, de-select it.

Note that you can inspect/modify some settings if you right-click the Downloads button when the customize page is open in case this button is hidden by default, so no need to use about:config.

"Show panel when download begins" was not checked.

The download button was already visible. Does not appear to have a mechanism to silence the "download complete" message.
