cant get rid of stupid thing that comes up saying i have a virus so i buy some stupid anti virus crap i dont buy things oclick here to remove it but it doesnt what kind of scam is this so i buy somethingn line says system alert

Perhaps these are Web Push Notifications from sites you have allowed to send you notifications. Instead of useful information some may send you junk, spam, fake virus/trojan/antivirus alerts etc. You can revoke the sites from sending you notifications.
