Does Firefox have a note taking tool like Edge ?
Had to bring up Edge, but in Edge there is a button to press then you can use tools like a highlighter and draw tool. When your done you can save it to Onenote, which i don't care for i just hit CTRL+P and save the page as a PDF. Then i have a webpage with highlights in a PDF. I don't ever remember FF having something like this but i haven't used FF since version 60 https://i.imgur.com/1VNQSUX.png https://i.imgur.com/2iFgchn.png

No, unfortunately, Firefox doesn't have a built-in feature to scribble on web pages. But possibly one of the add-ons will handle it.
When I look at the OneNote add-on description, it's not clear whether you can mark in the page before you "clip" it. Maybe take a look since it probably is more familiar than other options?
it's possible to take notes and scribble on screenshots that are taken in firefox and uploaded... Take screenshots in Firefox
Firefox also comes with builtin developer tools like the Scratchpad that you can use for notes.
- "3-bar" menu button or Tools -> Web Developer
