Is there a built-in way or an addon that will allow the ability to create folders as a filter action?
I can move or copy to an existing folder but is there a way to make a folder in a specific location with a specific name based on previous parameters.

Quick filters is fairly popular, but it don't see an way to automate filter creation. https://addons.thunderbird.net/en-US/thunderbird/addon/quickfilters
FiltaQuilla is about the most capable of filter addons, with the ability to use JavaScript to define actions and may offer an ability to conditionally create a folder. https://addons.thunderbird.net/en-US/thunderbird/addon/filtaquilla
