RE: Pop up windows for websites have no menu bar, how do I get it to show?
Is this advice still valid for current Firefox versions?: https://support.mozilla.org/en-US/questions/740634
I toggled every dom.disable_window_open_feature. option and it didn't make any difference.
Parent window has all the extension icons, child window does not. I need to invoke the uMatrix options [probably] to get the Google signin to work.
Version 78.12.0esr.

Popup windows only have a read-only location bar and not other toolbars. You would have to divert the popup to a new tab to have more control. Normal Links:
- about:config => browser.link.open_newwindow
1:current tab;2:new window;3:new tab;
JavaScript Links:
- about:config => browser.link.open_newwindow.restriction
0:divert always;1:divert never;2:divert no features

Is there a reason for that version 78.12.0esr of Firefox?

browser.link.open_newwindow.restriction = 0
is a usable workaround for me - it turns the popup into a tab, which I can then use the uMatrix controls on.
I would prefer the popup window to have all the features but if it's not possible then this workaround is adequate.
