thunderbird 68 forward message button disabled

When customizing the the toolbar and adding the Forward button for forwarding a message it is disabled. The Reply buttons are similar though they will enable if you change folders back and forth. The attached image shows the Forward button disabled. Is anyone else encountering this issue or know how to resolve it?

I see the same problem with TB 69b4: the Forward button can be added to the Mail Toolbar in the main window, but is greyed out. Until this bug is fixed, you can use the Forward button on the Header Pane, or right-click a message, Forward. Oddly, the Forward button can be added to the Mail Toolbar when messages are opened in a tab or window, but the button is operable only for tabs.
