Bookmarks will not save to folders in Mac

When I save bookmarks to a folder it will not save the bookmark in the folder. It just sends the bookmark to some other place which and the bookmark can only be retrieved if I search for it in the 'show all bookmarks' section. The only way I can think of solving this is saving it to the unsorted bookmark menu folder and then literally clicking and dragging to the folders but this is a horrible inconvenience.

Is this about creating a new bookmark by clicking the star on the location bar?

What happens if you click the highlighted star another time to open the "Edit This Bookmark" dialog?

It's when you click 'Bookmarks' and go to 'Bookmark This Page' and under 'Edit This Bookmark' and click the 'Folder' section and scroll down to which folder I want and select the folder and click 'Done' the bookmark does not save in the folder.

The bookmarks however can be located when searching the bookmarks in the 'Show All Bookmarks' section and therefore I have to click and drag them into the folder.

Another issue I have now is that in the folders with my saved bookmarks it keeps re-arranging them.

I hope this clears up what I'm referring to.
