The Firefox built-in VPN is deployed in stages to users in the U.S., U.K., Germany and France and Canada starting in Firefox version 150. It may not be available to you yet, even if you’re in one of these locales, as the staged rollout takes time to reach everyone.

I'm in Canada. I had the VPN icon in my taskbar. A Firefox update changed the appearance of the VPN to larger, which I actually preferred. The next update had it back to normal size. And then at some point after an update, it was gone. It is still gone after today's update to version 152.0.
