Hello, so when browsing the internet I came across A web page that displays something really fast, the background changes as fast as the computer can handle it. Having a 144hz monitor I thought that it was stuttering somewhat, it is not a computer bottleneck, 7700k 1060 good hardware. So I booted up edge and ran the same site and it worked at a full 144hz. To make sure what I saw was true I got out my phone and shot both side by side and individually with nothing else running at 240 fps. And sure enough, Firefox seemed to skip 1/3 frames. Was just wondering if there is any way to fix this problem. As a note I am running a clean install of windows and Firefox 64 bit, 32 has same problem.

Which version are you on?

Update your Video card drivers and the latest 64bit Firefox. In the URL bar type "about:support" and then "refresh firefox". On the restart before you install any extensions go back to the "about:support" and make sure the line "Multiprocess Windows" is "Enabled". Under graphics "Compositing" should be set to "Direct3D 11" and "AzureCanvasBackend" should be D2D.

There is some other things to look at, but if that's still not satisfactory go and download the "Developers Edition" of Firefox which has better rendering and check your about:support again. If still not, then just wait a couple months till Firefox releases WebRenderer and it should put all other browsers to shame when it's ready to go...
