That's very strange -- that shouldn't happen.

If you go to the Windows XP Start menu and type or paste the following in the search box* and press Enter, does Internet Explorer load: 

iexplore.exe

If that works, then I suspect something might be wrong with your "e" shortcut.

* Sorry, on Windows XP, it's the Run box instead of the search box

You can create a copy of the IE desktop shortcut and add the URL to the target filed to always open this website with IE.
