The earliest I have seen you may be able to use a built-in VPN in Firefox for Android in testing may be Firefox for Android 152.0 or 153.0
Firefox doesn’t actually have a built-in VPN on either platform. On Windows you’re likely using a VPN extension or the Mozilla VPN app, while on Android Firefox doesn’t support those extensions, and Mozilla VPN is a separate app.

The desktop has had a built-in VPN since Firefox 149.0. Though the built-in VPN feature in Firefox operates via a secure proxy network rather than a traditional, full-device virtual private network like the standalone Mozilla VPN app which is not free.
