Cookie Deletion and Repeated Prompting for Primary Password

This goes back to an issue dating back to version 132 and a previous issue.

Since version 132, if I go in and delete individual cookies via the "Settings", "Privacy and Security" "Cookies and Site Data" and "Manage Data", for any website I've visited, I am repeatedly asked to reenter my primary password. Even if the individual website cookies I delete are for websites that I do not have a password for.

Highly annoying and never used to happen until the version 132 update, and all subsequent updates.

Why does this happen and if it's intentional, is there some rationale for it?
