Cannot change the "Fallback language" from Russian in Firefox 154.0.1 on macOS
Firefox shows Russian as the selected "Fallback language", but I cannot change it to another language.
My current language settings are:
Preferred language: English (US) Fallback language: Russian Website languages: Ukrainian [uk], English (United States) [en-us], English [en]
I do not want Russian to be used as a fallback language.
Steps to reproduce: Open Firefox Settings. Open the language settings. Set the Preferred language to English (US). Observe the Fallback language setting. Try to change the Fallback language from Russian to English or Ukrainian.
Actual result The Fallback language is set to Russian and cannot be changed to another language. The fallback language dropdown works correctly, but the list contains only Russian.
Expected result
The Fallback language should be selectable independently of the Preferred language, and I should be able to select English (US) or Ukrainian or Polish instead of Russian.
Additional information
The issue is present on:
Firefox 154.0.1 macOS Apple Silicon (aarch64)
The Website languages setting already contains Ukrainian and English, but this does not allow me to remove Russian from the Firefox UI fallback language.

This is weird. And it's several things separately.
Are you sure your browser is actually not Russian, just with Ukrainian language pack on top? That might explain some things, but not all. "Fallback language" is for missing translations in your browser UI. By default for uk it's en-US. If there's only ru, and no en-US, that means the browser was downloaded as ru, with no en-US, and uk was selected in that language dropdown as new locale. That then moved ru to the second/fallback spot.
1.) I don't know offhand how to "remove" items from there, esp. if they were the default it was downloaded with — but you should be able to select en-US from the language dropdown to set it as primary, and once downloaded, if you set back uk as primary, the en–US should be available as fallback. Or just go to firefox.com and click through the "all languages and platforms" and select the installer you want from there, either uk or en-US (to which you can pull uk later in settings as above… not sure though if the "recent" ones won't be kept around in your profile already by now).
2.) What's New opens in your browser locale i.e. in your case /uk/whatsnew — that's not available so the server picks based on your "Websites languages" which is /en-US/ in your case. No idea where it would get /ru/ — even on ru build, the locale segment is taken from the langpack, not the actual build, so that's even weirder…:/

I set the preferred languages to Polish and then Ukrainian, and they were then added to the fallback languages list. Now I can select Ukrainian as the fallback instead of Russian and set English as the preferred language.

However, Default Locale: "ru" still looks suspicious to me. Could this indicate that the problem might persist in some way?
One potentially relevant detail: when I first logged into my Firefox/Mozilla account several years ago, I was using a computer running a Russian-language version of Windows.
It is possible that the installer you downloaded was packaged with Russian locale, based on your then system preference. In general, that should not be a problem, however you can always get the new binary from https://www.firefox.com/en-US/download/all/ and select whatever you want as your default in the next steps — and that version should then be your default in the about:support
