Thunderbird has "lost" the Send button
I tried the Toolbar fixes in this forum and got the menu to show up, thank you. (Any menu in Compose mode had disappeared. Actually, both Firefox and Thunderbird icons on desktop and Taskbar had disappeared as well, and I had to reinstate shortcuts. This may or may not be pertinent.)
But when I try to add "Send" to the menu, using customize, the "Send" icon is nowhere to be found as an option, so I cannot add it to the Toolbar in Composition mode. "Send" is grayed out in all bold textmenus. If I use Ctrl-Enter, message does get sent. Using Windows 10, still. Perhaps this is an upgrade issue?

View menu > Folders > Folder pane header
The Folder Pane Header is already checked. It's as if Thunderbird has lost the settings for outgoing and seems to think it can't send, so has grayed-out anything involved in sending. Checked the Settings, and that's fine, no changes from a week or so ago, when it worked. Plus, the Control-Enter works to send mail.
Please describe the problem precisely. Is the send button on the folder pane header visible? Is it "lost"? What does that mean? Is it dimmed and disabled? Is there some reason why you believe that outgoing server settings are lost? (Probably not, since you are able to send.) "Anything involved in sending" -- exactly what is grayed out?
Start Thunderbird in troubleshooting mode (Help menu) and see if the problem persists.
