One thing to check is the exact feature name: the built-in Firefox VPN/IP Protection feature is not the same as Mozilla VPN, and it has been rolling out only in some situations. So it may simply not appear on every account/profile yet.

I would first update Firefox, restart it, and test in a fresh profile or Troubleshoot Mode. If the toolbar button still is not there, the support article James linked is the right path; forcing random about:config prefs is not a great first step unless the article specifically asks for it.
