This still does not get me to the Refresh Firefox - reset add-ons and settings.

Could you elaborate? Are you having trouble following any of the steps?

This should be simple. Maybe I am having trouble following the steps, but I expected to be given a simple instruction that gets me to a button that I can click on to take me to the Refresh Firefox.

Yup, it is supposed to be really simple. Either click the "Help" › "More Troubleshooting Information" menu, or type about:support in the address bar, and there's this button:
