How do I manually add a website to shortcuts? I show 4 rows. Despite dismissing multiple sites I don't use often, I cannot get one I use multiple times a day to show.

You can hover a tile to make the three-dot menu button appear. In its drop-down list you will find the Edit item where you can add a URL.
