An error occured while sending mail unable to establish a secure link with out going server (SMTP) smtp-mail.outlook.com using STARTTLS since it doesent advertize that feature switch off STARTTLS for that server or contact service provider

The outlook.com smtp server does support SATRTTLS on port 587, so do you have some other program scanning secure connections, e.g. Avast, or are you connecting through a VPN?
