SaskTel asks people about DMARC compliance on e-mail marketing platforms such as MailChimp and Constant Contact: https://support.sasktel.com/app/answers/detail/a_id/16929/~/troubles-with-sending-email-from-sasktel.net-accounts

DMARC compliance is handled at the server. Thunderbird is an e-mail client. It does not have a server and it is not an e-mail marketing platform. So it does not handle DMARC compliance.
