Originally Firefox told me this site was blocked so I unblocked it but still no access. It said somewhere I should upgrade to Apache 2. Is Apache a valid part of Firefox?

Robert, I congratulate you, as the problem that you encounter has nothing to do with Firefox...
The page that you try to access is either itself faulty or (more probably) the server that it is hosted on is mal-configured.
If you can find a way to contact the webmaster of the organism that either hosts the site or is responsible for the published content, give them an indication of what you did and which URL you tried to access when the problem occured.
Apache is one of the most-used web-servers world-wide. It is a nice software (finally, after long years of continuous blunder) and the hint on the available update can be appreciated by a responsibly acting server-administrator.
No not at all. Apache & 500 Internal Server Error is an between the website & supporting server. Apache is for the website's server & site itself. Firefox has nothing to do with this, nor does any other Internet Browser whether it be Internet Explorer, Chrome, Safari, etc.. You stated something regarding the site being blocked, which in this case it sounds like it may be a addon that you have installed. Start Firefox in Safe Mode which disables all addons/extensions & attempt to access the site.
