When I go to open up firefox browser, it says that it is running in safety mode so it won't allow for my custom settings to show. I want to figure out how to change this so that my custom settings show

Make sure that you do not press the Shift key while starting Firefox or use a shortcut key that only has a Shift modifier.
In case of the latter you can change the shortcut key and add other modifiers like Ctrl or Alt.

Are you starting Firefox by clicking a shortcut on your desktop or by pressing a specific key sequence?

With a modifier I mean an extra key that you press like the Ctrl key in "Ctrl + T" to open a new tab or "Shift + T" to type the capital T.
If you use both modifiers then you get "Shift + Ctrl + T" and that reopens the last closed window.

This is just an example of using modifier keys in Firefox, but Windows allows to start a program via such a shortcut if you assign a keyboard shortcut via the right-click context menu to a shortcut on your desktop.
