Google cookies cannot be blocked, even when they are listed in Preferences/Exceptions. Why? How can they (and certain others) be completely blocked?

I moved from Safari to FireFox because Safari could not control Google getting past my Cookie blocks. Now I'm finding the same with FireFox. Even though I have not checked "Accept 3rd party cookies" and under "Exceptions" I have 4 Google sites marked as "Blocked," Google is still getting into my cookies list. Can they not be stopped? Do they pay browser companies to look the other way and allow them to eavesdrop anyway? It's really annoying.
