Firefox will not open another link in a new window.

I go to a web site with links that open in a new window. Firefox will not open a new window when I click on the link. If I then close the Firefox browser window, I can not reopen the browser. I have to restart the computer first. I have tried reinstalling the program, same problem, I have tried uninstalling and reinstalling, still have the same problem. Sometimes I receive the message stating Firefox is running and I need to close the program first, if I open the task manager, Firefox is not listed as running. I am running version 3.6.12.
