where is new folders

When I follow the instructions to create a new folder: View:Sidebar:Bookmarks Menu, all that is there are: Recently Bookmarked and Recent Tags. Everything else that is supposed to be there is not.

This can be a problem with the file places.sqlite that stores the bookmarks and the history.
