I haven't used my computer since June and haven't upgraded firefox since I don't know when. just wanted to know if this was normal downloading time from 3.6.4 to 3.6.10?

That depends upon the speed of your internet connection.

Full updates like you would be downloading aren't compressed like a Firefox setup file is, so the file size is like 17 to 20% larger when doing an update.

Download the Firefox 3.6.10 setup file - http://www.mozilla.com/en-US/ - and install it over the older version.
