Why does Firefox reject or ignore Flash Player?

I've tried multiple times over months to install Flash Player. It always says "successfully installed," then, when I relaunch, tells me to download Flash Player. It's the kind of thing that absolutely ruins Firefox's so-called reputation of excellence. I cannot use you. OS 10.4.11 and OS 10.6
