Try downloading the full offline Firefox setup for Windows from https://www.mozilla.org/firefox/all/#product-desktop-release instead of the small online stub installer.

If Windows 11 is in "S mode" then you can only install applications from the Microsoft Store unless you explicitly "Switch out of S mode".
