I have an account with Spectrum that I used for years. Now I've added a second Spectrum account, but I don't know how to navigate to it. I looked in Tools>Preferences but didn't find anything there.

Try tools>account settings>account actions>add mail account.

I added the new email account with Spectrum. They say I should ask my email client (Thunderbird) how to access it. If I understand your reply, you are suggesting the tools...>add mail account? Just a tip: when you see shorthand, such as tools>accountsettings>account actions, it means - click the tools entry on menu - click the 'accountsettings' on that menu - look for and click 'account actions on the next menu.

You stopped at the tools menu. Click 'account actions' and scroll down below your account entry and you should see it.

No, not sarcasm. It is not uncommon for people who have little knowledge of technical forums to misunderstand. My instructions were clear. After selecting 'account settings', look for 'account actions.' I will share another tip: if your second account uses the same domain, check to be sure that TB creates a second smtp server. We regularly see people with a second account but there is only one smtp server listed.

I still don't see the second account. It's true I don't have technical knowledge. I've vistited dozens of support forum and none, and including this one until now, have required technical knowledge to get useful answers.

Perhaps I got off on the wrong foot by even asking the question. I mean I know how to login to the second account, I have the URL to login. What benefit comes from having TB know about another account?

Please see the attached screenshot. It's easy to overlook. I am assuming you already have an email account with Thunderbird, so my screenshot would appear just below the name of that account. If I understand your question, the benefit of using Thunderbird is that an email client (whether Thunderbird or another), is that it gives you more control over filtering, searching, having a better composition window, and usually a friendly interface. It also allows you certain niceties, such as setting a preferred font in which to view messages.
