So what software do you have on localhost. Ones from others in the past few days have included.

A web server (apache) Some sort of development environment using PHP Antivirus program

To work out what your looking for. windowskey+X select windows powershell (admin) type netstat -a -o and press enter.

Have a look at the entry for 127.0.0.1:465. Is there one? If yes note the PID

type tasklist at the prompt and look through the list for an application with the PID you noted in the first list. Now we have the application they is most likely consuming your authorizations

i am running with ESET antivirus but I have already tried turning it off and I have tried learning mode on the antivirus, but I always get the same failure.

In the Firewall, is Thunderbird set up as an allowed program ?

The Firewall may be one provided as part of ESET or it might be using the Windows Firewall - depends upon what ESET Anti-virus you are using: https://support.eset.com/en/kb2421-eset-firewall-compatibility-with-microsofts-windows-firewall

Thank You Toad-Hall

I have tried multiple times by disabling ESET firewall and protection but I still have the same results. It still won't work

If you disable it then the default will auto be used. The best method for testing is to reboot the computer in 'Safe Mode with Networking' in order to see whether something was intervening. You may also need to use an ethernet cable to connect to router whilst testing that mode. Then start Thunderbird and report on results.
