Screenshot tool cannot drag and save selected area

I had no problems using the Screenshot tool to save a selected area, until some time ago. I cannot say when it stopped working as expected - perhaps it started with Windows 11, I cannot say.

The (newish) problematic behavior is as follows: the Screenshot tool is invoked, I select an area on the screen, and it immediately gives me the "Shot copied" box at the bottom of the screen, i.e. I do not get the opportunity to manipulate the selected area, or even to DOWNLOAD it rather than COPY it.

If I hold SHIFT before I stop the dragging and then release SHIFT, I get to see the selected rectangle, but it changes size and/or position as I move the mouse around, and cannot be controlled properly.

No change to the above with all extensions disabled.
