Download files are moved or missing

When downloading a file without saving it it will just disappear after downloading. I can see the downloading process but when i click the blue arrow the message is that the file has been moved or missing. If I choose to save the file there is no problem but I often only want to have a short glance at the document and no interest i sawing the file.

I have made a new installation of Firefox but the problem remains the same. I hav temporarly turned off my Norton security program but that doesn´t help either. This problem was first noticed in late 2020 before that I could download and open the file directly.
