Once you log into your Firefox account and the browser has nothing, that is what will sync. I'm sure someone is going to recommend that you install the add-on about:sync... be sure to ask that person how this add-on will help and provide those steps if any.

A lot of users(me included) are or were under the impression that sync is like a backup(Chrome work this way), but it's not.
