Arranging Bookmarks by my preference, not Alphabeticly or by date but by my preference

In previous versions, I was able to move a Bookmark up or down in the list of Bookmarks. The link showed as a line where it would fit between other Bookmarks or I could put it into a subfolder I created in the folder. Why can't I do that now? It was a wonderful feature.
