CSS Code for make a tab active on hover and draw darker boders over all tabs

I would like to add code to make any tab that is hovered over to become active. Currently using tabs on bottom CSS code.

That code has a see through opacity but I would like to have darker borders to distinguish the tabs better. Thank You
