Thunderbird 68.3.1 (32) breaks "mailto:" links from both FF and IE. Fix?

Thunderbird 68.3.1 (32) breaks "mailto:" links from both FF and IE. Have ben using this without problem on several machines for many years. Now "mailto:" opens a completely blank TBird write window overlaid with a meesage that an account must be setup first. No users, servers, or address book entries are present.

Using Thunderbird from its own window seems to be working OK. I used another Win 7 machine with TB still at 60.?? and everything worked correctly. As soon as I let TB update (to 68.3.1), the same problem appeared there. Note that IE causes the same error, so I don't think it's a Firefox issue.
