What files control the background color of firefox pages?

When I install Quantum fresh, my pages have a grey or light tan color in the background. If I copy over my User Locsl and roaming Mozilla folders from a prior install the colors revert back to the (lighter) backgrounds closer to a white.

Is the a particular file that controls screen colors in Firefox so that I do not have to copy over the entire folders?

Does this setting change from a fresh install to a migrated one?

   Tools > Options > Content : Fonts & Colors > Colors 
   about:config -> browser.display.background_color

Are you using userChrome.css and userContent.css files ?

These files are located in the chrome folder in the main profile folder in "AppData\Roaming" if you are using them.
