I can't find the preferences for what appears on screen with a new tab in Firefox 60.5. I've looked up and down what I can find at Edit > Preferences, where these options used to be.

Any clues?

There is only this pref to enable (Firefox Home) or disable (blank page) the new tab page.

  • browser.newtabpage.enabled [true/false]

You can use the aboutNewTabService (aboutNewTabService.newTabURL) to set a new tab page via an autoconfig.cfg file.
