What is strange to me is that even if I change the outgoing/smtp server to one from one of the working accounts, I still get the same error, i.e., foonotworking@bar.net, which uses smtp.foo.bar will not send emails, but fooworking@bar.net which uses smtp.foo2.bar will send, but even if I switch foonotworking@bar to send on smtp.foo2.bar, I get the same error. I suspect it is something in Thunderbird's setting or profile rather than in the network, firewall, AV, etc., settings since TBird CAN send emails, but only from some accounts. Anyone have any ideas? Thanks in advance.

HOLY SH@#T!!! I fixed it! Here's what I did:

1. IMPORTANT! Print or write down EVERY - EVERY - password that you have stored in the install giving you the problem. You shouldn't need to re-enter any but the ones for the accounts that have errors, but just in case...

2. Open the password manager and delete BOTH the incoming (POP, etc.) and outgoing (SMTP) servers for the account(s) that are acting up and close out back to the TBird "desktop."

3. IMPORTANT: RESTART TBird.

4. Reopen TBird and when you attempt to get mail, it'll ask for the password. Enter it and click to save it with PW Manager.

5. Then attempt to send a test message. Again, TBird will prompt for the password, enter it and click to save.

This straightened the error out for me. I had done everything above except for restarting TBird about 5 times with no luck, but with the restart, all worked again.

Hope this helps!
