We've lost the option to assign a tag to a specific, non-changing numeric key! Can we get that back?

The color tags used to be assigned to numeric keys 0-9. If we removed a tag, the others stayed in place. Now they've removed the numbers in the list and just added slots. If I move one tag in the middle -- or at the bottom -- everything above it shifts -- and I have to relearn the sequences. It's a lot like removing a letter on the keyboard and shifting everything else over one. It's annoying if you've been using a system for say... 10 years? Thanks for your consideration.
