Well something is running still did you install Addons or Extensions to it? And did you kill the FireFox in task manager to be sure it was closed?

What is 'this program' that you are trying to uninstall and what is 'this' that 'it' tells you to turn off  ?

Whatever the program, reboot the computer. In Safe Mode, if need be.
