Why can I no longer select tabs and cycle through them using the arrow keys?

Up until recently, I was able to spam the "tab" key until I selected the actual browser tab that I was on, then use my left and right arrow keys to cycle through my tabs. Now when I do this, after pressing an arrow key once, I move to the next tab and then it is deselected, meaning in order to proceed, I must spam the "tab" key once again. I understand that I can use "ctrl+tab" and "ctrl+shift+tab" to accomplish the same feat, but is a much less convenient set of keystrokes, especially when I must do so repeatedly. What happened to this feature?

You need to press the tab key until you see a focus ring on the Tab bar to be able to use the cursor keys to work. If the Tab bar is in a higher position than (above) the location/address bar then use Shift+Tab.
