Firefox is Caching Refresh meta-tags when Cache-control is No-Cache

Firefox seems to retain <meta http-equiv="Refresh" content="0; URL=URL-HERE"/> in cache. By itself that is fine; however, I think pages which also include <meta http-equiv="CACHE-CONTROL" content="NO-CACHE"/> Should probably not be cached.

I spent an hour trying to figure out why a root folder wasn't updating correctly (even after deleting all files, it was still redirecting), it was Firefox's Cache.

(Me grumbling) To avoid this causing issues with our customers I had to introduce a false page which was being targeted due to the difficulty of explaining 'All your browsers caches need cleared' Which is a simple statement in and of itself, but impractical when we don't know the customer's organization structure and who would end up receiving those instructions (may be non-technical folks.)
