On the site I visit the comments are a bit off kilter, why?

When I go to sites like fimfiction.net the taskbar for the comments section disappears when I either type or click the mouse in the comments section directly. When I'm at sites like smackjeeves.com the comment window gets a bit wonky, and by that, it goes off center in some way. In both cases I find myself typing in the designated white comments section and the gray area just beneath it.
