No it's not the same.

Close Firefox, wait a few seconds for Firefox to completely close all the internal "temporary" database files, and then launch Firefox again. That is a "restart" for Firefox.

There is no "restart" button provided in the user interface with the default Firefox installation. There is a "restart" feature (menu item) in the Developer console and a good number of extensions do add an actual "Restart button" to the user interface
