To be clear you are trying to download the Google Chrome for Linux from https://www.google.com/chrome/browser/desktop/index.html and it is not downloading in Firefox but is in other browsers?

Actually the latest NPAPI Flash Player with security updates for Linux is 11.2.202.635 ESR. http://www.adobe.com/software/flash/about/

Adobe is doing a u-turn on Linux support with NPAPI Flash Player again as they have Flash Player 23.0 Beta builds for Linux as I mentioned in https://support.mozilla.org/en-US/forums/plug-check-page-discussions/712152
